The Bureau of Indian Standards (BIS) has released new implementation guidelines for the revised IS 10322:2026 series covering LED luminaires under the Compulsory Registration Scheme (CRS). These revised standards are intended to improve product safety, performance, and compliance with the latest international requirements. The guidelines apply to manufacturers, importers, and existing BIS license holders dealing with various categories of LED lighting products.
The revised standards replace the earlier versions of IS 10322 and introduce several technical improvements across multiple product categories. These include Fixed General Purpose LED Luminaires, Recessed LED Luminaires, LED Road and Street Lighting, LED Flood Lights, LED Hand Lamps, LED Lighting Chains, and LED Luminaires for Emergency Lighting. The last date for concurrent running of the old and revised standards is 02 August 2026. After this date, only products complying with the revised standards will be eligible for BIS certification.
For existing BIS licensees, compliance with the revised standards is mandatory before the deadline. Manufacturers must obtain updated test reports from BIS-recognized laboratories for all lead models that were previously tested under the older standards. In addition, they are required to submit an undertaking confirming that all other series models covered under the licence also comply with the revised requirements. Failure to complete these actions before the deadline may result in cancellation of the licence or deletion of product models from the licence scope.
The guidelines also specify the process for new applicants seeking BIS registration. Applications already under testing before the notification may continue under the previous standards. However, new applications can be processed under either the old or revised standards only until 02 August 2026. Applicants choosing the old standard during this transition period must provide a declaration stating that they will migrate to the revised standard before the deadline. After the transition period ends, BIS licences will only be granted based on compliance with the revised IS 10322:2026 standards.
One of the most significant aspects of the revised standards is the introduction of enhanced technical and safety requirements. IS 10322 (Part 1):2026 now includes IPX9 protection requirements, electromagnetic field (EMF) safety provisions, updated marking requirements, and additional protection against fast rotating parts such as moving fan blades. The revision also introduces Protective Extra-Low Voltage (PELV) systems, new requirements for controllable control gear providing SELV outputs, revised electric shock testing methods, and informative annexures covering power sourcing equipment and higher availability luminaires. Furthermore, the revised standard expands photo-biological safety requirements and introduces specific provisions for battery-operated luminaires.
Each section of the IS 10322 series has also received product-specific updates. For example, Fixed General Purpose LED Luminaires now include updated references and an expanded scope covering all electric light sources. Recessed LED Luminaires incorporate additional requirements for air-handling luminaires and enhanced marking provisions. Road and Street Lighting standards include revised marking requirements, while LED Flood Lights now require glass-breaking tests and updated marking. LED Lighting Chains include new definitions and provisions for Temporarily Installed Protected Lighting (TPL), whereas Emergency Lighting standards introduce new requirements for lithium batteries, Electric Double Layer Capacitors (EDLCs), heat resistance, fire resistance, and exit sign testing procedures.
Manufacturers should begin preparing for compliance well before the implementation deadline. This includes reviewing product designs, updating technical documentation, conducting fresh laboratory testing where required, revising product markings, and coordinating with BIS-recognized laboratories. Early compliance will help manufacturers avoid certification delays, production interruptions, or regulatory actions after the transition period ends.
The revised IS 10322:2026 standards represent a significant step toward improving the safety, reliability, and international alignment of LED lighting products in India. Companies involved in manufacturing or importing LED luminaires should carefully review the BIS implementation guidelines and complete all required actions before 02 August 2026 to ensure uninterrupted market access and continued compliance under the BIS Compulsory Registration Scheme.
